The following links are mostly for Maya, though some of the links also work with 3dMax.
These links are for helping you begin modeling using Maya, and ultimately begin modding penumbra.
All links besides things found in the essentials do not require membership to view them. If they do, send me a pm and I will gladly remove it.

ESSENTIALS
Maya 7.0 Download (Free, fully legal.)
The download link gives you the Personnel Learning Edition, a free version of maya 7.0 that has everything the commercial version has except some un-needed special effects that don't work with penumbra.
3dmax can also work as a modeling program. Some people like maya, others like 3dmax.

The Tools (Also called HPLHelper)
The tools are not required to mod penumbra, but pretty much make it incredibly easier to do so.
The following link is the most current version there is out there. I have not tested yet to see if it works with the newest version of collada, but they do open penumbra overture maps and models.
The Tools (works with overture e1)
HPLhelper.exe This allows you to create settings files for sounds, textures, view models and maps, ect.
ParticleEditor.exe This allows you to create particle effects in general.
All other programs found in the download are used in the 2 above programs, so they will not run on their own.

In case when you click the above link, and the 'Save File' box is gray/inactive, simply click it and it will work.
Since this is PLE, you might need to install it manually, I am not sure.
