How many times do I have to turn the wheel? It keeps telling me it's not high enough and I keep getting killed.

I had same problem
You need to keep running into far room, wait for zombie to follow then run back to valve and turn again and agian until it clicks. I also found that it would not move if I was standing too close to it. I found it worked by standing directly in front of the wheel and then moving back a step.
