Every time I play a bad custom story, I can just smell underage boys. It's generally the biggest factor when it comes to bad stories: They're simply done by children, and children don't just mature over night. The only process that I know of that speeds up maturity is abuse and rape, so maybe if they go and hang around bars at night, they'll understand what horror is quicker. (Their parents won't be a problem, as they're obviously not keeping track of what their kids are doing.)
I don't agree with you at all here - children can be mature and make good custom stories, it is just extremely rare. It's this stereotype that children are these immature little prats - it's not true, hell, I see more adults misbehaving on the internet and games than children, the children generally try and make a good impression.
Infact, I'm willing to bet that most of the children wouldn't bother with the HPL2 engine due to the scripting needed to make a fairly good map.
