There is no .tga files at all - only jpg and mat.
There is mine_sign_storageroom.jpg and mine_sign_storageroom_static.jpg.
lang_specific\eng has the tga files though.

Hmm, did they forget to translate these files and place them there? But how then I could play the game (prior patch) without crashes on my old R9800Pro, I'm pretty sure I played at least with shader quality on medium if not on high...

It might be that the texture is not found and that different graphics cards react differently. I would check if the "eng" dir has some files that the "rus" dir don't and if so copy those files.
