Where/how do I prepare Agrippa's Tonic? I have all of the necessary ingredients. Is it possible to finish without doing so?

I can't find the laboratory and I don't want to continue without giving him the tonic.

Get all of the orb pieces (which you probably already have) and head to the north chamber. Something will happen that enables you to prepare the tonic later on.

Yes, you can finish it both ways. Without doing the tonic, or doing it.
It's your choice.

..you need the bonesaw to cut of the head of Agrippa. You find the bonesaw in the room, if you stand directly in front of Agrippa, left. You can enter it after you got trapped and escaped again.
