Those who wish to acquire a pot shall be interviewed personally, and they must show their ID's and medical information, psychological too. They shall show why they want pots, and, if they were ever to do something different or violent with the pots, the PL (Pot License) shall be taken away, leaving the customer with no pots.
But by making pots illegal, aren't we encouraging the black market? People who can't get a pot license would turn to homemade pottery, which often contains harmful contaminants and could be made to be much more dangerous than the kind sold legally.
