Personally, I would recommend a custom-built computer (buying all the individual parts and assembling them), as it can be built to better suit your own needs, and (usually) are far cheaper than other conventional methods. How powerful/reliable/etc. the computer is depends heavily on how much you are willing to spend. If you could give me a general idea, I would be more than glad to help you out (finding all the necessary parts, etc.).

you don"T need a monster pc to run this game at highest settings with aa off...
my laptop from 2008 (toshiba satellite dualcore t8100 , 2 times 2,1 ghz , vista dx10 3gb mem , ati hd3650 256mb )can handle this game easily ...
My PC is quite weak (bought it four-five years ago, I guess) but handles Amnesia nicely (not on max settings though). Running on windows xp. I have Core 2 duo 2,2 Ghz and only 1GB RAM , a shady NVidia graphics card model, that gives me quite a few problems, with 256MB video memory.
