Is it legal to use penumbra assets and amnesia music that was removed from the game?
Also, is there any rules concerning skyboxes from cgtextures?

From what I gather frictional do not mind the usage of Penumbra models in Amnesia mods and I fail to see why you could not use the music.
As for CGtextures everything on there is free to use for anyone, so knock yourself out.
