why do you think penumbra never got to have custom stories? Would of bin fun.

The maps for Penumbra games were made in 3ds max, not in an editor. A lot of other reasons as well.

Yeah as mentioned above all the levels for the penumbra games are basicly just giant models, there was no level editor to begin with.
