Open redist/config/game.cfg (make a backup) and look for LowerOilSpeed = "0.23".
Setting it to 0.00 disables the drain, 1.00 roughly quadruples it, so from there i guess you can adjust it to your liking.

0.15 makes the lamp last a long ass time. probably going to try 0.19 next time i boot.

Yeah, i've been toying around with post-fx shaders and varying values of light and sanity meter behavior to make my third playthrough more challenging, but it's easy to shoot over the goal. Having a great time experimenting though!
