Amnesia.exe has stopped working

Alright so i just tried running the application Amnesia.exe as an administrator directly from the steam folder in which the game is saved and it gave me an error message saying cannot find file steam_api.dll. I tried deleting the amnesia folder in user/documents but after trying to running it again, it still wouldnt show an HPl.log. Im going to uninstall steam and reinstall it to see if that works. The funny thing is i looked for the steam_api.dll file and it was actually there so this is just puzzling to me. I'll include the pictures
