I won't look for all the components and available budget as that would take time. If I follow that 760 or 770 question, I suggest going for a "good" 760 that you can then overclock and reach 770-like performance for free. When I say good I mean open airflow card, with a good aftermarket cooler and silent operation as much as possible. Are you planning to overclock your graphics card?

This is not simply possible by overclocking. A GTX 770 has more shader units, texture units and raster operation units etc. which is more important to the performance than 100 MHz overclocking in the GPU!
Also most graphics cards are already overclocked by default and I principially discourage any kind of further overclocking. This will just shorten the lifetime of your hardware and it's not worth for 5 FPS more.

That depends. The OP clearly stated the best price/performance card and anything above a 770 cannot be included in that category. If you get a good after market card you can achieve as I said 770-like performance no matter the fewer bells and whistles the cheaper model has. I have an MSI GTX 660 Ti Power Edition which has the same core as 670 etc. The only main difference is memory bus which is 192 instead of 256 clocked at 6GHz. However I have overclocked it at 1.2GHz core (stock is 950 I think and 1010 for the MSI pre-overclocked card) and 6.6GHz memory. Benchmark it all you want, it scores higher than most non-overclocked 670s. The same applies to 760 and 770 as they both have the same kepler core. Before kepler (fermi that is) the 460 was indeed a lot slower from a 470 and that was because it used a different core.
If you know how to overclock, you shouldn't have any problems. Pre-overclocked cards are slightly bumped versions just to add a selling point most of the times. If you get a good piece though, then you can achieve a lot more.

I actually do not plan on overclocking as above post described.
I feel like the 760 will do fine. I actually don't even plan on playing games that are massive graphic leaders such as crysis or something like metro: last night.
Skyrim should be running fairly good with the 760 as far as i know and games alike should be no problem hopefully.
EDIT: Oh and just a side question: There are no problems with this card and amnesia, right? Just want to be sure

Forget overclocking then. Skyrim will be running at full graphics easily, especially without any mods etc. Keep in mind that I haven't checked the rest of your budget and other component options. But, you said best price/performance ratio. From just that standpoint, I suggest a 760.
EDIT: For opengl gaming I generally recommend Nvidia graphics cards. Preferably not AMD and never Intel ones. This card won't have absolutely any issues. As far as the 760 goes, which specific card have you chosen?
